Sheff Wed Faces a 'Significant Problem', States Independent Regulator

'Our role is integral to football's future' - independent football regulator the regulator's chair

The Championship club's ongoing struggles constitute a "major concern" and the independent regulator is aiming to acquire authority to examine team situations in comparable cases, its new chair the official has announced.

In a wide-ranging interview, Kogan, who was appointed on Monday, showed understanding towards supporters of the Owls.

The chairman convened with four supporters' associations associated with the South Yorkshire club recently.

The team have been struggling on and off the field in this season, with the club delaying salary disbursements on five separate occasions, including in last month.

"Obviously the club has become a major concern for the league and a substantial concern for English football," the regulator explained.

"Sheffield Wednesday is one of the historic institutions for football in England and in recent days we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will enable us to take Sheffield Wednesday - and other clubs brought to our attention if they warrant scrutiny and addressed."

Monetary Issues and Ownership Situation

Wednesday's embattled owner Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with prospective buyers.

Delayed salary payments on time in March and May led to sanctions by the English Football League (EFL) in mid-year, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although that restriction was lifted in the end of the transfer window.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the Owls followers, Bury or any football club where fans are dedicated to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I fully appreciate the club's situation, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for factors unrelated to the followers."

When asked if the regulator could force an chairman to relinquish a club if they are judged inappropriate, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the regulator would prefer to collaborate with owners.

"The last thing what we want to do is start getting involved with an individual club, an individual owner, without being able to work with that owner to try and resolve the problems affecting the organization and the owner's facing," the regulator explained.

"In actuality, when you review the record of the sport, over the recent generations there have been certain proprietors, few in number, but particular people who have shown negligence in the approach they have taken toward their clubs and ultimately don't wish to take responsibility for the future."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged officials from numerous teams to explain the responsibilities of the authority recently and insisted it was a "progressive gathering" with a "significant participation" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the football community fails, the significant advances achieved could disappear swiftly," the regulator warned.

"Such an outcome is universally undesirable in the terms of English football is a huge success story - we've got to keep it going.

"Considerable investment coming into football and has been invested for the recent generations, because certainty is lacking it will continue to come into football, which is one of the reasons why I think we have to adopt a precise perspective on potential dangers and naturally, of the next two or three years."

Elite Division Worries

Top flight officials resisted the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I completely endorse the prosperity and expansion as an economic entity of the top division.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of the nation. But simultaneously, if you talk to the Premier League after today's meeting, they would have had a substantial amount of confidence -and, actually, they have been telling us in private they have a high level of reassurance."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the political party in recent years.

The 68-year-old provided financial support for Culture Secretary the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my previous political affiliation [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," Kogan said.

"I am no longer involved in any type of partisan engagement."
